Freight forwarders and customs brokers

Freight forwarders and customs brokers are different agents with different roles, and knowing which does what avoids gaps in a shipment. A forwarder arranges the movement of the goods; a broker handles the customs formalities. Some firms provide both, but the responsibilities are distinct.

Role split

  • Freight forwarder — books carriers, arranges consolidation and transport, issues transport documents and coordinates the physical movement from origin to destination.
  • Customs broker — prepares and submits customs declarations, classifies goods, and manages clearance and duty at export and import.

Clearance responsibility

Customs clearance responsibility depends on the Incoterms rule and the party of record. Export clearance is generally the seller’s side; import clearance, duties and taxes are generally the buyer’s side under terms such as FOB, CFR and CIF. Confirm who is the importer of record and who instructs the broker at each end.

Working with agents

Give the forwarder and broker accurate, consistent documentation and clear instructions, and confirm cut-off times and destination requirements. The wider movement is covered in export logistics and the paperwork in export document coordination.
